Geomembrane sheet arrives on site with certified test data behind it. Almost nothing that goes wrong afterward is the sheet's fault. Field performance is governed by holes, and holes come from seams, penetrations, damage during placement, and subgrade that was never right. All four are the installer's work. That is why installer selection deserves more attention than it usually gets, and why the lowest square-foot price is a poor way to choose one.
This guide covers what to verify before awarding a geosynthetic liner installation contract, what belongs in the bid package, and how to read the answers you get back. It applies to landfill cells and caps, mining pads and ponds, water and wastewater reservoirs, oil and gas containment, secondary containment, and methane barriers.
Eight things to verify before you award
- Welder qualification at the technician level, named for your crew, not company-level marketing.
- Construction quality assurance performed by a firm you hire, independent of the installer.
- A settled material specification before bids go out, so numbers are comparable.
- Reference projects in your application and your regulatory driver, with total square footage treated as background.
- Subgrade preparation and acceptance responsibility, defined in writing with acceptance criteria.
- Two separate warranties: material from the manufacturer, workmanship from the installer.
- Insurance that includes pollution liability, not general liability alone.
- Contractor licensing valid in the project state, confirmed before mobilization rather than after award.
Welder qualification is the highest-signal item on the list
A company can hold every credential in the industry and still send an uncertified welder to your site. Certification and industry membership sit at the company level; welding happens at the technician level. Ask for the qualification records of the specific technicians who will run wedge and extrusion equipment on your project, and make those records a condition of mobilization rather than a submittal that arrives after the first panel is deployed.
Then check that the qualification is being demonstrated daily. Trial welds at the start of each shift, and again on any equipment or temperature change, are what convert a certificate into evidence. A trial weld coupon is pulled in peel and shear on site before production seaming begins. If a crew is not cutting trial welds every shift, the certificate on file is describing a person, not the seams going in your project.
Seam testing is the deliverable, not a formality
Every field seam gets nondestructive testing. Dual-track hot wedge fusion seams are air-pressure tested along the channel per ASTM D5820. Extrusion welds, repairs, and detail work are vacuum box tested per ASTM D5641. On PVC, the air channel method is ASTM D7177. Nondestructive testing covers 100 percent of production seams, and there is no defensible reason to accept less.
Destructive samples come out at the frequency the project specification sets, commonly one per 500 linear feet of seam on landfill and mining work, and are tested in shear and peel per ASTM D6392. The acceptance criterion worth knowing is film tear bond: the specimen has to fail in the sheet, not through the weld. A seam that separates at the weld is a failed sample regardless of the number it produced, and it triggers bracketing back to the last passing sample.
Specify that the complete testing record, including trial weld logs, panel layout as-builts, nondestructive test results, destructive sample locations and results, and repair logs, is a contract deliverable. On permitted facilities that record becomes part of the permit file, and it is far easier to require it up front than to reconstruct it at closeout.
Hire the CQA firm yourself
Construction quality assurance is oversight of the installer. When the installer holds the CQA contract, the oversight reports to the party being overseen, and the record loses most of its value in a regulatory or insurance dispute later. Retain the CQA firm directly, or have the design engineer retain it, and give the CQA monitor the authority to stop deployment.
This is not an argument about installer honesty. Competent installers generally prefer independent CQA, because an independent record is the thing that defends their work when a problem surfaces three years later and everyone is looking for someone to bill.
Set the material specification before you bid
HDPE, LLDPE, RPP, PVC, and XR-type reinforced membranes draw different bidder lists, different prices, and different installation methods. Bidding before the material is settled produces numbers that cannot be compared and a low bid that is usually low because it assumed the cheapest sheet.
Where chemistry or temperature is aggressive, run compatibility testing (EPA Method 9090 is the common reference) before the specification is issued rather than after a liner is in the ground. Where differential settlement is expected, that argues toward LLDPE or a reinforced membrane over standard HDPE, which is stiffer and more stress-crack sensitive. Where the stored fluid is drinking water, the material has to carry the appropriate potable water approval, which narrows the field considerably.
On a potable water reservoir replacement for the El Dorado Irrigation District in California, the design engineer, Carollo Engineers, worked through material selection with Seaman Corporation before construction, and XR-PW was chosen for the primary liner, the floating cover, and all appurtenances because it is one of a small number of products carrying NSF approval for potable water contact. Settling that question first is what made the installation schedule predictable.
What reference projects actually need to show
Total installed square footage is the least useful number in a qualification package. An installer with 500 million square feet of municipal landfill cells may never have built an SPCC tank farm, detailed a floating cover, or installed an under-slab methane barrier inside an occupied building envelope. Those are different trades wearing the same name.
Ask for references on your application and your regulatory driver together: RCRA Subtitle D landfill work, a state zero-discharge mining permit, SPCC secondary containment, a potable water system, a local methane mitigation ordinance. Then ask what the destructive test failure rate was on those projects and how repairs were handled. An installer who answers that question comfortably has the records; one who does not, does not.
Detail-heavy work deserves its own reference check. On a 600,000 square foot biogas cover and passive methane barrier installed over an existing lagoon for Hawaiian Electric, the schedule was driven by penetration detailing and boot fabrication rather than by open-field deployment. Open field is fast on any project. Penetrations, sumps, anchor trenches, and terminations are where crews separate.
Subgrade responsibility is where the change orders live
The most common contractual fight on a liner project is who prepares the subgrade, who accepts it, and what acceptance means. Define all three in the contract: who proof-rolls, what the smoothness and moisture criteria are, who signs the acceptance form, and what happens to schedule and cost when a surface is rejected. A liner installer who is asked to deploy over a surface they did not accept has a legitimate claim, and the owner usually pays for it.
Require a written subgrade acceptance for each panel deployment area, signed before deployment. It takes minutes and it removes the argument entirely.
Regional or national
Both models work, and the honest comparison is about mobilization and continuity rather than quality. A regional installer with the right qualifications usually beats a national firm on mobilization cost and schedule for a single site, because the crew and the equipment are already close. A national installer earns its premium on multi-site programs, on remote work where logistics dominate, and on projects that need a fabrication shop, stocked material, and a crew that can be redeployed when a site goes on hold.
Office count answers very little. Ask where the crew that will run your project is based, and whether that crew has done your application. Ask for the crew's home base and their last three projects in your application type. Firms that travel routinely will answer without hesitation, because for them mobilization is a normal cost line rather than an exception.
What a good bid package asks for
- Named welding technicians with current qualification records, as a mobilization condition.
- Proposed panel layout and seam layout drawings.
- Field seaming and testing plan, including trial weld procedure and destructive sample frequency.
- Manufacturer roll-goods conformance data against the governing GRI-GM specification.
- Subgrade acceptance procedure and criteria, with the responsibility split stated.
- Repair procedures and the CQA hold points where work stops for inspection.
- Material and workmanship warranty terms, with exclusions written out.
- Certificates of insurance including pollution liability, and licensing valid in the project state.
- Three reference projects in the same application and regulatory framework, with contacts.
Take three bids rather than two, and make at least one of them a firm with a crew based near the site. Ask every bidder the same questions in the same order. Most of the differences that matter show up in how directly they answer, not in the unit price.
